T120: Display full timestamp on hover

Closes #120

This PR is to address having the timestamp display the full time and date of when the post was made

To achieve this I:

Utilized the ToolTip component from MUI
Modified formatTimestamp function to have an isToolTip boolean which returns the full date and time

No additional screenshots

No additional testing instructions

No additional notes
