This item is kinda bad for the quest level its received from. Better ranged weapons can be acquired from lower level, non-elite quests in both Mulgore and the Barrens (such as Skorn's Rifle or Orcish Battle Bow).

Not sure who rewards it but worth considering a little buff. Skorn rifle is 7.1 dps from lvl 12 rare Orcish battle bow is 8.4 dps from killing lvl 13 centaurs.
