The tents were not burning at all and also, there was NPC called Apothecary Cylla or Cella or smth like that, and she dropped a letter which started some q. But, there is no npc to which this q should be turned in. I do not know why, but the npc is just missing. :) Otherwise I am so glad you brought whole q chain here. :)

The mentioned NPC is Apothecary Cylla and she drops an item called Sealed Letter 33114 that is taken to Andello Porter 23942 at Tabetha's Farm. It's likely this NPC doesn't exist right now, needs confirmation.

Confirm Andello Porter is disabled, designer decision to bring him back.
