This talent is adding 5% dodge per rank. It is supposed to add 5% threat per rank. This is likely caused by an issue were in 3.3.5 this was did not add threat anymore but added 5% swipe damage per rank instead.

Testing with omen threat meter indicates that the threat modifier does not work at all.

Confirmed on internal, gives 5% dodge per rank in bear form (completely unintended) and the threat modifier does not work.
