Heals slightly more than 2% hp on both me and my pet. 60 tick at 2787 hp, should be 55-56?

I confirmed this on beta 3, and it seems to be the case again on internal. If I am naked at 2566 hp and pet has 3789 hp, I get 26 and pet gets 38 per tick at rank 1, which is exactly 1%. However, if I equip some items and get 4356 hp, I get 45 hp per tick, which is off... Not sure if there is some wonky stamina scaling, either in the talent or due to pet scaling with stam.
