Confirmed it doesn't scale at all. Zero coeffiency, just heals for the base 500 amount and nothing more. According to old TBC comments: "Each charge of Prayer of Mending receives exactly 42.86% of your Bonus Healing.

If all 5 charges were to be added up, the total Bonus Healing coefficient would be equal to 214.3%."
