Hmmm, this one is strange. It's an optional breadcrumb quest to send you to auberdine. WoWhead says the lvl req is 14, but the next quest in the "series" (misleading) is 15... On Epoch the quest becomes available at 15, the same level you can take the next quest. Up to devs if they want to keep at 15 or go to 14 like on classic (after you turn in at lvl 14 though you would get a grey question mark on the completer NPC though).
