I am certain I have completed The captain's Chest but it stays noncompleted.

Confirmed, this is because Captain Hecklebury Smotts is giving quest https://www.wowhead.com/classic/quest=614/the-captains-chest instead of https://www.wowhead.com/classic/quest=8551/the-captains-chest

614 looks like some scrapped unused quest where as 8551 looks like the correct one.
