Hmmm, it's not that it persists after death, but if you die the pet despawns, so it keeps the bestial wrath buff, which is ... fine? (it's the same if you dismiss it early). However, when you recall your pet with BW, you reproc the hunter beast within; however, even though the tooltip says 18 sec again, it will fade as soon as the pet BW fades... TBH I am not sure what the intended behaviour is. I know on vanilla people could be degenerate and use Intimidation + BW on a pet, dismiss, and recall in PvP and wreck faces with double BW uptime, but I'm not sure if in TBC that is intended/possible.
Just realised I can log in on stormforge and check, and if you dismiss pet with BW both you and the pet lose BW, so that solves a problem... Up to devs what they intend to do... as much as I like it it's probably for the best to remove BW from the pet as soon as you dismiss it or the owner dies.
I'm with zana on this one. If you allow a mechanic like this, it will become mainstream for minmaxing in raid environments too which is nearly as cancerous as world buffs were. BM hunters are already very strong as is and don't exactly need an extra kick of cooldowns.
