When I duel a priest and he psycich scream or fear my pet the pet gets bugged. it runs back to me and I cannot send the pet to attack again. He just stands next to me and the enemy must come to the pet in order for the pet to dmg him again, otherwise the pet does not do anything,. So bugged after fear.

Confirmed on internal, tested with warlock fear and howl of terrors, should be same for priest. It's exactly like in the issue. After the fear ends, if you send the command for the pet to attack it will not chase the target, however if the target is near it it will attack it. You need to /setpassive or /petfollow the pet first and then reissue /petattack to make the pet chase.
