This is steadily reproducible in a rather peculiar way.
Each enemy has a default position they are facing to while they are not engaged. Take this Shadow Mage here as an example, she is static and facing north: If I engage this enemy from my current position, she is not forced to turn in order to attack me. Using a stun effect on her would cause no problems, she will remain facing me while stunned: However, if I engage her from behind, so that she turns around to attack me, when I stun her, she gets turned back: NPCs that patrol behave the same way except it's more difficult to tell what their default direction is, so their behavior often feels random. This seems to be a purely visual issue which however greatly confuses backstabbing rogues and shredding druids and is therefore affecting gameplay. From what I can gather it existed on blizzard too, however got fixed, but made a reappearance in Classic: https://us.forums.blizzard.com/en/wow/t/stun-turn-around/305793/9
