A working version of qpep standalone go client/server, designed to accelerate high-latency connections, like those provided by geostationary satellites.
In this ticket we add support into QPep for using the Quicly-go library, which was created as a middle layer to allow using the QUIC algorithm implementation of the "Quicly" library as a backend to QPep.
