fix the bug that the default make goal can not work, make (without goal name) can work well now
refactor the Makefile format and align it with volcano-sh/devices

Interested in this project, how to better participate in it, is there a roadmap?

thanks for fixing that issue, future roadmap including 'add arm64 support, compatible with nvidia-device-plugin v0.15, implement in dra api`, you can add my wechat 'xuanzong4493' if you are interested
