Introduction of the EVSE chapter and related defs #12

Hi,

I was able to successfully compile the docs and view the html on my local machine.

Unfortunately, I did receive an error message "ERROR: docHaystack::EVSE.fandoc: Broken link: #phUseOfEvseTypes" when compiling EVSE.fandoc. I was not sure how to reference this link while maintaining the nearby subtitle in bold text. What's interesting is that the link seems to work how I would expect still. I would appreciate feedback on how I may improve this.

I suggest we review the name for ^evse-cable based on the definition provided in upcoming working group discussions.

I am open to any feedback!

I received some feedback offline which I incorporated. I will start another pull request with the updates.
