upload an initial version #1

Hi @pdogra89 @exactlyallan just wanted to track the progress here:

domain name http://monai.io/ is correctly resolved to https://project-monai.github.io/ which will load webpages from this repo.

the next step is to upload an initial version of monai website to this repo.

Added staging branch - https://github.com/Project-MONAI/project-monai.github.io/tree/staging as well as templates to help aid future content creation.
