Define design options for pluggable workflows

... so it is easy to add a workflow.

Decide:

• Do we want to allow custom workflows to be added that do not exist in the OMOTES code base?
  • On system start up?
  • Dynamically when a worker is added and the OMOTES system is running?
• Through code generation or by service registry pattern?
• Or we do only want workflows that are added to the OMOTES code base?

(Is this even relevant to design and implement right now?)
