[Bug] Sometimes the orchestrator cancels a job that just started

mvp.1 release will contain:

• Fix issue where a job may be cancelled shortly after starting it.
• Fix issue where finished jobs are not removed from the orchestrator database and kept indefinitely.
• Simulator-worker will now accept the following job configuration (params_dict):

• start_time_unix_s: int (float with .0), seconds since epoch
• end_time_unix_s: int (float with .0), seconds since epoch
• timestep_s: seconds

• Fix issue where a system exit request from the optimizer caused optimizer jobs to be retried indefinitely.
