39 Job in Orchestrator can timeout a running workflow #50

  1. Will solve merge conflict when #49 is merged into the main.
  2. Plan to make minor updates (e.g. config variable names) in postgres_job_manager.py to keep it more consistent with timeout_job_manager.py in the next PR.

@cwang39403 Currently the integration test is failing in the pipeline. This appears to be a result of your update of the computation-engine-at-orchestrator submodule. If you need help to resolve this, feel free to reach out!
