-correction syntax Spectrogram -added functions to utils

for your work on Spectrogram.py , thank you but actually this was supposed to be done by the code formatter Black (https://pypi.org/project/black/) , I thought it was active in our github actions but i verified that it was actually not the case , so i made the pending PR #124 to update our github action workflow , you will also find in this PR the Spectrogram.py code automatically reformatted by Black , does it correspond to what you had in mind ?
