"My Project Note" feature is not saving the notes between page loads #20

As of SHA: 26e0fc3d57156eb5dd5edf78f206d15cf63f301f , when a user types a project note, then selects another link on the page, the project note is not saved.

Note that SHA: 26e0fc3d57156eb5dd5edf78f206d15cf63f301f is where these changes began, but this version has fatal errors and cannot be tested, actual testing was performed on SHA: 9278ffa17d21a4c0d7ddc9eec34b05eae1f8abaa.
