Notebook ELUC.ipynb aggregates 2 datasets: the emissions from land use change and the state of land during each year. Validate that the 2021 ELUC variable indeed corresponds to the change in the states.nc dataset from 2020 to 2021. It should measure the emissions / removal of carbon caused by the change of state for that year.

There was an off by one error but PR #26 fixed it. We can close this issue now.
