The duplicate for REST_FRAMEWORK was deleted from the settings.py, the SSL port setting has been changed on TLS, after that entire functionality of user registration, password recovery, login, logout was checked - everything works correctly on the JWT-token settings.
Also deleted redundant file forms.py
