Payment sync: add legacy mode

Syncing old data can be tricky, since the regular algorithm only considers live contributions and memberships.

There should be legacy mode doing the following:

• only work on contributions in the past
• consider all closed contributions (completed, cancelled, refunded, etc.)
• consider all memberships, not just live ones
