User notifications #1

I have a basic form of notifications, including banners and alerts implemented. I've also written a wiki page article for it here: Notifications.

Testing and feedback are appreciated before implementing into AliceOS under the master branch.

You can disregard the code review. Failed attempt at code checking with custom input

For the most part, I think the user notifications section is pretty much complete. I'll push this into the master branch for use already.
