[BUG] Make the Description field mandatory for Prompts

The Description Field Not Mandatory for Prompts and Cannot Be Modified Later

Description: When creating a new prompt, the Description field is not mandatory, and it cannot be modified later. In contrast, the Description field is mandatory for Agents and Datasources.

Steps to Reproduce:

1. Create a new prompt.
2. Observe that the Description field is not mandatory.
3. Attempt to modify the Description field after creation.

Actual Result: The Description field is not mandatory during creation and cannot be modified later.

Expected Result: The Description field should be mandatory during prompt creation, similar to Agents and Datasources, and should be editable later.

Notes:

• Consistency across prompts, agents, and datasources will improve data management and usability.
• Consider making the Description field mandatory and editable for prompts.
