As a user, I can select the help icon next to the graph to show data chart

Description: Please add a help icon (?) to the upper right corner of the graphs shown both on the summary view and the clusters view. This help icon should open the detailed data chart, consistent with the functionality in the results block.

Overarching need: As a user, I need to know that data type of data I am viewing in the chart (what is the unit of measurement) and the exact number. For example, is this graph displaying emissions or twh?

Acceptance criteria:

• help icon displays in top right of graphs (both summary and clusters graphs).
• upon click icon opens data chart

@colleenskemp I also did an additional thing where when the user hover over the chart, a box will show to display the data on the corresponding year
