We still need clarity on this. Currently it seems that categorizing these is not needed and that resources can be used for both

The PR I opened https://github.com/ProjectDrawdown/global-research-platform/pull/73 would allow to upload either scenario or reference. So the work would mainly be UI to show where to upload would be and about 1 hour to create an object validator for either scenario and reference object.
