As a user, I can tag resources as baseline, conservative, ambitious and 100% adoption when adding them to resource library #82

Time estiamte:

Need: users should be able to tag newly added resources as baseline, conservative, ambitious, 100% adoption of solutions at the time they add them to the resource library.

This wasn't previously discussed, but Chad seemed to see it as a must have.
