As a user, I am able to search projects from the project browse page. #29

Time estimate (David will you please add?)

Description: Users can search through existing projects on the site and see them in a filtered view on the page.

Looks good. @colleenskemp I don't see a place to add an estimate in github, but I would guess maybe 2 or 3 hours? Probably less.

other issues on the page will log separately @colleenskemp i see the ticket #101 already closed by dev. is the test ticket separate?
