docs improvements #528

This is WIP for improving documentation via a combination of:

adding to or improving top level documentation
adding to or improving inline (docstring) documentation
re-organizing or renaming methods, classes, etc. to make code more clear.

Renamings are breaking changes if the method was used outside. These are the renamings that occur in this commit:

AdoptionData:

adoption_data => adoption_sources
adoption_data_with_regional => _adoption_data_with_regional
quirky_is_group_name => _quirky_is_group_name
