[Bugfix] Fix a goblin traitor in Droga to properly set flag for quest continuation #1402

The a goblin traitor in Frontier Mountains properly flags RegalBandBathezid which the a sarnak spy in FM looks for to allow quest progress. The one in Droga didn't.
