Change rarity of shields with uncraftable designs #3

Sora.TrippleC555: This is a minor thing I noticed, but shields made with Vote Point Banners - aka survival uncraftable banners, should be raised in rarity to Uncommon instead of common like all other shields, considering they literally require spending vote points to make / and probably deserve at least a small leg up on the rarity scale. Of course, I'm not sure if the game can read the amount of banner-lines used to make the banner in that sense beyond the normal crafting limitations, especially once applied to a shield, and this isn't really a significant thing to care about. Just thought it might be cool if those special banners we earned/had made were given a little extra magic to them even if it's just a bump up in rarity :YouKnowIt:

Wakka: 👍 ill bump the rarity, but instead of going to uncommon, if it has more designs on it than craftable, it'll bump it to the base uncraftable rarity, being Exotic, and then go from there
