Fix Number S0: Utopic Zexal (Manga) #1017

If you are submitting a bug fix, the pull request title should be of the form Fix "CARD NAME". In this case, replace this comment with a brief summary of your change. What did you fix? --->Fixed his special summon from being prevented, since his special summon cannot be prevented or negated. Actually only the part that the summon cannot be negated works but the prevention doesn't.
