Make sure you set your identity correctly.

Iv got the test in the config but not the players

The error is unrelated to players though. Have you restarted your server after applying the identity and secret to your config?

What version of PocketMine and PocketVote are you using? This should ONLY happen when you have not correctly set your identity.

Try encapsulating the identity in single quotes. 'like this'
