A little code golf for readability and simplification.

Feature adds:

"-s|--skip-setup" option allows re-running start.sh without re-running chain setup (useful in development cycles)
extract out shell functions to a separate file so the overall script is easier to read (also can be reused in start & stop)
Most branch logic is now done in the prompt parsing; we no longer need to branch on the values saved in the ENV_FILE if we read it in
