Reply loading indicator #90

BLOCKED by replies working (#89 ) and the post loading indicator (#85 ).

Current Behavior:

There is no indicator that a reply has been sent. It just disappears on click of Enter.

Acceptance Criteria:

Create a skeleton reply.
Note that it may take about a minute.
- We should have a similar thing for when waiting for a post to load. Should match that.
Seems like the line under the replies input should be above the input, not below.
NOT INCLUDED: Need to poll for when the reply is received then trigger refresh.
