As per R-devel/NEWS, support for this appears to be improving as of R 3.2:

vignette() and browseVignettes() did not display non-Sweave vignettes properly.
The HTML help page for a package now displays non-vignette documentation files in a more accessible format.

IIRC, this is why we didn't put the static PDFs here in the first place.

For the moment this is superseded by #438.
