open a resource window in elastic mode
open index panel

=> the window jumps up; head section is even hidden outside the visible view

Suggestion: don't automatically pan the workspace. almost never

Are you able to consistently replicate the severity of behavior? I've seen some very slight jumping in Safari only, but nothing to the degree you describe.

If so, can you provide:

the full browser version and browser dimensions
an export of the mirador workspace (dotdotdot menu -> Export Workspace)

Yes, reproducible Safari 11 on macOS El Captain / browser window currently about 1600x1000 https://www.e-rara.ch/i3f/v20/11583123/manifest But it happens with Van Gogh as well.

Firefox is fine.
