This PR updates the GitHub Actions workflows to use the reusable workflows from https://github.com/ProjectPythiaCookbooks/cookbook-actions as described in https://github.com/ProjectPythiaCookbooks/cookbook-template/issues/47

Also resets the flags to use cached environment since the issue that caused #11 is now fixed.
