This adds a new example workflow comparing data from the ARM Southern Great Plains (SGP) climate observatory to CMIP6 data hosted through ESGF.

@r-ford - this notebook should fail in the test build here since it does not have secrets until it runs from main... I added the secrets into the repo, and the github action here.

Ok, if this is ready to merge, I'll take a look when it builds from main.
