Go back to previous version of numpy that is not leading to numba build errors

@mgrover1 Should the automation be running the notebooks, or does it not when there are no changes to the notebooks?

It runs it in the preview - the preview is currently broken https://github.com/ProjectPythia/cmip6-cookbook/actions/runs/6540046496

Yes we're trapped in a loop here since the preview build can't use the environment changes in the PR. We should merge this and then look again at the build problems.
