pin xarray and intake_xarray to avoid recent updates and issues relating to the use of rioxarray
geoviews because there's an unresolved issue with shapely
pin bokeh of deprecations that downgrading geoviews requires

also updated the spectral clustering notebook to get the water cluster label programmatically and avoid random state issues
