Fix nightly-build and publish-site actions #396

Note: This is only a temporary fix until updating the sphinx-pythia-theme, which is WIP, for the sake of getting the site publish-ready again.

Link checker was failing due the same reason mentioned here. Added the same pinnings here, and created Issue #395 to address unpinnings when the time comes after the theme update.
Remove sphinx and ablog pinnings from and add python version pinnings into environments.yml
