Use Cookbook infrastructure #335

To simplify future maintenance and reduce dependencies, it would be good to update our GitHub Actions infrastructure for building, previewing, and link-checking to use the same actions as Pythia Cookbooks.

https://github.com/ProjectPythiaCookbooks/cookbook-actions/pull/25 adds the option to specify a CNAME, which is necessary for Foundations.
