Use Cookbook infrastructure for build and preview #367

This PR replaces #339 (which was too badly out of date)

Here I update all the GitHub actions workflows to use the Cookbook infrastructure.

This looks good to me, ready for review.

The preview won't show up here until after this PR gets merged since those actions need to run from the host branch. But you can manually inspect the build artifact here. I took a look and it seemed correct.
