Create CITATION.cff

Adding a citation file to be understood by Zenodo.

Zenodo's example:

cff-version: 1.1.0 message: "If you use this software, please cite it as below." authors:

• family-names: Joe given-names: Johnson orcid: https://orcid.org/0000-0000-0000-0000 title: ProjectPythia/pythia-foundations: v2023.05.01 version: v2023.05.01
