Created directory with Dockerfile and instructions. #98

After our recent discussions, we decided to create a directory that contains the Dockerfile and instructions to build the Docker image with FermiLib+ProjectQ and run containers. This way, if users run into issues with the Docker image setup, they can address the problems here.
