Refund XP when surrendering a skill

We need to figure out if XP is refunded 1:1 or how that worked, exactly. Especially when you drop multiple skills that use the same type of XP.

The question is this: Can you drop all skills in Pistoleer and train them all again without having to earn additional Pistol XP?

Could use a general server configuration setting. a ratio like 1 : X

so entering 1 would result in 100% refund. 2 in 50% and so on
