via expertise you can only increase the innate armor for kinetic and energy. the other elementals are not possible... only via dot reduction or dot divisor (commando)

currently we have scripts in our skillmod folder that arent even in the effect_mapping.iff heat.py expertise_innate_protection_heat.py

Ehhh, unless you're talking about something else... you could increase elemental armour protection through expertise on Smuggler. See Hidden Padding and Lined Pockets.
