Make new server for Blackhawk Hills region in Chicago #3731

Brief description of problem/feature

Copied from an email thread with @yeisenberg:

Introducing you to ... a planner for Blackhawk Hills Regional Council. We met today and they are ready to move forward with Project Sidewalk. ... They have a grant that will engage a steering committee and residents in each of 6 communities. Some are smaller than others. Here is a list. My thought was to put together into one deployment called ‘Blackhawk Hills Region’ and then treat each city as a ‘neighborhood’

Village of Ridott in Stephenson County - pop. 124 Village of Dakota in Stephenson County - pop. 500 Village of Orangeville in Stephenson County - pop. 766 City of Savanna in Carroll County - pop. 2783 Village of Elizabeth in Jo Daviess County - pop. 694 City of Galena in Jo Daviess County - pop. 3308

Here's the attached boundary data for these areas: Walkability Studies.zip

Each area looks pretty small, so probably one "neighborhood" per village/city will suffice. But may end up splitting up one or both of the cities a bit once I actually get to working on it.

And they have a training planned for December, so the goal is to have this ready by the end of November.
